The exact reason is unclear but it seems the Chinese government don’t want their citizens acting silly and laughing which could lead to a widespread uprising against the serious, boring leaders.

We can only hope there are protests and this basic human right is granted. Although writing “serious, boring leaders” in this article isn’t going to help I suppose.
